遠傳續約購機疑問

家母會使用智慧型手機打電話,但不會上網
最近家母高資費990到了可以續約的時間
並想說因此續約順便幫家母換一隻新的智慧型手機

結果到直營店去續約,店員說現在遠傳政策改變
所以僅有通話資費的不論高低都只能搭配一般按鍵手機
續約要搭智慧型手機就必須一定要搭上網費率
而且問兩家的回答都一樣,讓我暫時都不敢動作
畢竟因為家母不上網,就算搭上網最低資費,用不到也是浪費錢
但是因此NP也划不來,因為我家其他人也都是用遠傳

請問一下現在遠傳直營體系都必須這樣才能續嗎
遠傳加盟體系的續約政策　是否跟直營體系一樣呢？
感覺僅搭通話資費的客戶有點被邊緣化
前年都還沒這樣　家母用單通話資費就續了一隻Xperia mini
去年一個朋友去台哥大直營續約　也沒搭網路費率就可續智慧型

所以現在遠傳單通話資費的客戶
真的只能到外面通訊行才能續智慧型手機了嗎
還是各位認為應該認命去搭上網資費換購呢
