雙反案對輪胎衝擊 大於特保案

(中央社記者田裕斌台北2014年6月30日電)美國鋼鐵工人聯合會要求美國國際貿易委員會(ITC)，對中國大陸乘用車胎及輕卡車胎進行反傾銷及反補貼調查(雙反案)，法人評估對輪胎廠衝擊恐大於2009年特保案。

永豐金證券表示，若在10月出爐的終判結果對輪胎廠不利，恐遭課徵85%的稅率，且將延續5年，衝擊程度比2009年特保案時，最重稅率達35%，延續3年還大。

對台灣輪胎廠而言，雙反案若通過，可將原從中國大陸出口到美國的產品轉由台灣廠或東南亞廠供應，不過中國大陸當地廠商產能將「出口轉內銷」，對於中國大陸內需市場難免出現殺價競爭。

此外，中國大陸5月發布「輪胎行業准入條件」的徵求意見稿，對輪胎廠的污染排放、能源消耗、品質認證進行規範，未來新建及改建的輪胎廠，卡車胎產能需在120萬條以上、轎車胎產能需在600萬條以上，有助於當地產業進行一波重整。
