稀土金屬：又稱稀土元素，主要用於冶金、石油化工、玻璃陶瓷、螢光和電子材料等工業，是當代高科技新材料的重要組成部分，廣泛用於當代通訊技術、電子電腦、醫藥衛生、感光材料、光電材料、能源材料和催化劑材料等。稀土儲量以中國大陸位居第一，約占世界總儲量的43%。

巴賽爾公約：全名為「控制有害廢棄物越境轉移及其處置巴塞爾公約（Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal）」，此於1992 年5月5日開始生效，除為聯合國架構下主要國際環保公約之一，現已逐漸成為國際社會廢棄物處理處置的規範。其目的為減少有害廢棄物之產生，提倡就地處理有害廢棄物，防止非法運送行為，避免跨國運送時造成環境污染，並提升有害廢棄物處理技術，促進無害環境管理的國際共識。
