公投效應 欲獨立區追求更多自主

蘇格蘭獨立公投結束後，國際關係學者認為，投票過程凸顯自主價值的普世性，將引發其他欲獨立地區追求更大自主權。國安會前副秘書長楊永明認為，香港為前英國殖民地，人民自主的期待更強，北京應賦予香港更多空間與權力，這將有助於政治整合及社會穩定。

中華民國國際關係學會昨舉辦「蘇格蘭獨立公投結果影響之解讀」論壇，政大國關中心副研究員甘逸驊表示，若蘇格蘭獨立，將對區域安全穩定、經濟及政治等面向產生極大影響；雖然當地人民仍決定維持現狀，但此次公投已「樹立民主典範」。

中華民國國際關係學會會長楊永明提出「同心圓式認同」理論，指許多蘇格蘭人也認同英國及歐洲。

他表示，這種概念有助於政治整合、避免分裂，但若要維持此種認同，在文化與地緣連結之外，人民還須享有相當程度的自決權。
