追氣爆責任 高市議會啟動調查

高雄市議會今天召開「高雄市氣爆事件調查監督小組」預備會議，與會者說法不一，因而要求補足資料，設法加速釐清氣爆責任。

「高雄市氣爆事件調查監督小組」共有7名委，召集人是國民黨籍市議員陳麗娜，受邀接受調查單位首長有消防局長陳虹龍、環保局長陳金德、前捷運局長陳存永，還有中油前鎮諸運所長賴嘉祿、李長榮化工公司處長陳漢澄、華運倉儲公司資深工程師陳敏煌等人。

近4個小時的會議，委員輪番詢問731氣爆當晚情形，要釐清多個疑點。

陳麗娜轉述，陳虹龍與市府工程企畫處對於氣爆現場管線埋設的認知有出入；華運和榮化也槓上了環保局長陳金德，陳金德批兩業者無視於管線異狀還持續輸送加壓丙烯，但是業者仍堅持實務操作無虞。

陳麗娜要求與會單位補足資料，以利首次會議調查。

市議員蕭永達說，華運和中油也應負氣爆責任，主張兩單位應比照榮化提出賠償保證，以利究責。

陳麗娜說，要加速調查監督小組會議，讓民眾了解氣爆責任歸屬。
