《國際政治》「魔鬼終結者」上戰場？聯合國激辯

【時報-台北電】聯合國《特定常規武器公約》（CCW）非正式專家會議，13日在位於日內瓦的聯合國歐洲總部開幕。會議為期4天，將首次討論在沒有人類操控的情況下可自動傷人的「殺人機器人武器」的管制方式。

共同社報導，CCW是旨在禁止和限制使用非人道常規武器的國際條約。美國等正在研發殺人機器人武器，但尚未開始實戰部署。由於不具備人類的心理，這類武器可能造成非必要的殺戮等，國際輿論要求加強管制的呼聲日益高漲。

會議由全球各國學者、政府相關人士、軍事相關人士等參加，從技術、法律、倫理、軍事等各方面展開討論。將主要圍繞規制問題討論的前提──殺人機器人武器的定義進行討論。

13日的會議上，日本代表、駐日內瓦裁軍大使佐野利男表示「（完全不經人類操控可自動傷人的武器）能否遵守國際人道法值得懷疑」，各國代表紛紛發言指出殺人機器人武器的問題。（新聞來源：旺報即時 陳筑君）
