台北／連勝文學歷登錄博士 綠營批連膨風

市議員梁文傑昨天在市議會質詢，質疑市府經發會網站將經發會副總召連勝文學歷登錄為「美國哥倫比亞大學法律博士」，但連勝文根本不具備博士資格，經發會有登載不實之嫌，要求立即修正。

教育部政務次長陳德華表示，在美國J.D.（Juris Doctor） 確實是廣義的博士學位，只是目前台灣認定的博士學位（Ph.D）仍屬於學術導向，J.D.則是專業導向的博士學位。

教育部表示，依我國的「國外學位或文憑認定原則」，J.D.就學歷採認是博士學位沒錯；但在台灣若想到大學教書，J.D.學位只能擔任講師，若要升為助理教授，必須有專門著作或學術性著作。

梁文傑說，連勝文是美國法研所畢業，取得的J.D.學位，依教育部認定是等同於碩士學歷；連勝文卻說是博士，市府也不查證就認為是博士。連勝文從來沒寫過一篇像樣的文章，「博士有這麼好拿嗎？」

連勝文競選辦公室發言人秦蕙媛說，連的J.D.學位在美國稱為法律「第一專業博士」，簡稱「法律博士」，可不須寫論文，但取得學位至少須研讀3年，且須大學本科系才能就讀。該學位也是取得律師執照的必要條件，連的博士學歷沒有問題。
