南海案裁決前 菲停南沙工事

（中央社記者林行健馬尼拉3日專電）在指控中國大陸持續在南海島嶼進行大規模工事之際，菲律賓政府已暫停南沙群島所占島嶼上的一切維修工事，以免影響南海仲裁案裁決結果。

菲律賓國防部長蓋茲敏（Voltaire Gazmin）今天在參議院財政委員會的預算聽證會上表示，總統艾奎諾三世親自下令維持南海菲占島嶼的現狀。

蓋茲敏說：「總統指示我們勿改變現狀，我們雖然有經費改善（菲占島嶼上的）設施，但因為我們提出了國際仲裁，任何工事都可能影響仲裁庭的判決。」

南海主權近年來持續升溫，令菲律賓與中國大陸的關係陷入緊張，馬尼拉於2013年1月單方面將爭議提交國際仲裁，今年3月再向仲裁庭呈交多達約4000頁的陳情書，挑戰中國大陸「南海9段線」效力，北京則多次重申不接受、也不參與仲裁。

菲律賓主張擁有南沙群島中的9座島嶼，包括建有長1.3公里飛機跑道、濾水廠、發電機、氣象站和手機訊號塔台等設施的希望島（Pagasa，即中業島）。

菲國國防部提出的島嶼設施改善工程，包括整修已經老舊的中業島飛機跑道。

稍早前，菲律賓外交部以國防部提供的資訊，指控中國大陸在至少5座南海島嶼進行填海造陸工程。

另方面，蓋茲敏也在聽證會上說，中國大陸海警船最近已不再騷擾向仁愛礁駐軍運送補給品的菲國海軍船艦。1031003
