烏克蘭難民車隊遇襲 數十人活活燒死

烏克蘭軍方指控，搭載大人和孩童並揚起白旗的車隊18日從動盪城市盧甘斯克（Lugansk）離開，途中遭遇親俄叛軍火箭攻擊，造成「數十人在車內活活被燒死」，但叛軍否認指控。

法新社報導，烏國國安發言人李森科（Andriy Lysenko）說，叛軍刻意瞄準平民攻擊，而這個車隊清楚標示為平民；並說，確實傷亡人數還不清楚。李森科在簡報中說：「這個車隊豎起了白旗，而且標示為平民。」

CNN報導，烏國政府軍將領表示「恐怖分子」使用來自俄羅斯的槍砲攻擊難民，他還說，叛軍「使用俄國提供的BM-21『冰雹』火箭及迫擊砲」攻擊車隊。

不過「頓內茨克人民共和國」副總理否認指控，並反控烏軍自己用『冰雹』砲轟炸車隊遇襲路段，「看來是他們殺了平民，而且我們也沒能力運送『冰雹』。」

據報導，聯合國秘書長潘基文表示，親俄羅斯叛軍砲擊逃離戰火的平民「令人深感不安」，他敦促為難民設立安全通道。而隨著烏克蘭東部戰事升高，聯合國副秘書長費特曼（Jeffrey Feltman）和聯合國人道事務主管艾摩斯（Valerie Amos）將飛往烏克蘭首都基輔。
