明年公建預算缺口 衝700億

公共建設預算占國家歲出比重連三年下滑，國發會副主委黃萬翔6日指出，明年公共建設預算缺口估計將高達700億元，衝擊台灣基礎建設環境形塑動能，不利長期經濟發展，呼籲政府要重視資源分配問題。

黃萬翔指出，明年度匡列的公共建設預算為1,636億元，加計農村再生等基金提供的200多億元，可支配預算大概只有1,800億元左右，但就目前統計，明年公共建設需求為2,500億元，缺口高達約700億元。

黃萬翔表示，近年公共建設不僅金額減少，就連占國家歲出比重也下滑，一旦投入公共建設量能減少，之後對於國家發展的總效益也勢必降低，未來國家要推動基礎建設會碰到很大困難。

面對公共建設預算年年下滑，黃萬翔表示，政府應要更重視資源分配課題，拉高思考層級。他指出，歲入大餅每年大約有1.9兆規模，必須要根據國家發展需要做出有效分配。

黃萬翔認為，負責預算分配的主計總處每年都應該要檢討總預算的分配結構，檢視分配內容有無吻合國家發展目標。
