北捷高官未交代圖利動機　日勝生查無不法

台北地檢署偵辦美河市開發弊案，痛批北捷聯開處前處長高嘉濃為圖利日勝生，竟利用自身專業知識大膽偽造鑑價報告，交由聯開處五課前課長王銘藏引用該份報告，矇騙權利分配工作小組及北市府，並指示日勝生提出補充說明資料，提高建商權利分配比例，認定高嘉濃一手主導犯案，惡性重大，且犯後毫無悔意，建請法院重判。

檢方偵查時，高嘉濃全盤否認犯案，辯稱批示簽呈時全盤相信屬下，不疑有他。但檢方查出，高嘉濃具有台大土木研究所高學歷，還有不動產估價師、地政士、交通工程技師、都市計劃技師、不動產經紀人等專業資格，對聯合開發業務的各領域相當熟稔，辯詞有違常理，不僅導致北市府蒙受20億元損失，更嚴重斲傷政府形象，且危害市民權益。

至於王銘藏涉案部分，檢方認定他雖於偵查中坦承犯行，依法可減刑，但受高嘉濃指示配合犯案，卻始終未合理說明為何大費周章、圖利日勝生的動機，導致檢調無法進一步揪出其他可疑共犯，檢察官認其並非真心懺悔，不宜輕縱，同樣建請法官從重量刑。(法庭中心／台北報導)
