德國：普亭下令撤離邊界部分俄軍

德國政府31日表示，俄羅斯總統普亭已下令將最近集結於俄烏邊界的俄軍「部分撤離」。

總理梅克爾的辦公室表示，普亭以電話告知梅克爾俄國的這項行動。

分析家指出，北約的圈內人表示，俄國在與烏克蘭東部的邊界附近集結約四萬名兵力，若是俄國僅撤離500到700人，絲毫不會改變俄國入侵能力。真正重要的是，這是否是俄國大舉撤軍的開始，或者僅是俄國調動部隊而已。

在此之前，烏克蘭譴責俄國總理梅維德夫造訪克里米亞之行。梅維德夫承諾將克島設置成特別經濟區，提高薪資與年金，改善教育、健保、地方基礎設施。
