化解烏克蘭危機 美俄無共識

為商討烏克蘭問題的解決之道，美國國務卿凱瑞（John Kerry）與俄羅斯外交部長拉夫羅夫（Sergey Lavrov）30日於巴黎進行會談，但經4小時的會談後，雙方對於如何解決烏克蘭危機，仍未達成共識。

在俄國總統普亭（Vladimir Putin）致電美國總統歐巴馬（Barack Obama）的牽線下，美國國務卿凱瑞與俄國外長拉夫羅夫兩人，於巴黎俄羅斯駐法大使官邸內，就烏克蘭問題進行近4小時會談。

但協商並未有所進展，美國國務卿凱瑞在會談後的記者會上宣布，美俄雙方在會中並無達成任何具體共識，雙方僅認同繼續以外交手段，來解決烏克蘭危機。凱瑞也表示，美國方面仍認為俄羅斯於克里米亞的行動，是非法手段，並強調任何主權上的變更，均需要烏克蘭人民自己作主。

俄國外長拉夫羅夫則表示，兩國對於如何化解烏克蘭危機，各有計畫，因此，雙方並沒有在這一項議題上意見一致。但拉夫羅夫指出，會談相當具有建設性，未來兩國仍不排除繼續進行會談。

拉夫羅夫強調，解決烏克蘭問題的唯一方法，就是烏克蘭當局應修改憲法，組成聯邦政府並維持行政中立，並依經濟、語言與宗教來劃分。他也否認俄羅斯擬出兵入侵烏克蘭，僅表示，莫斯科當局會保護烏克蘭境內俄羅斯族裔的權益。
