前言：有「新世紀黑死病」之稱的伊波拉病毒(Ebola Virus)，從今年2月起，在西非國家引發大規模疫情，迄今已造成1427人死亡，並有從非洲向外擴散的趨勢，引發全球恐慌。

世衛秘書長陳馮富珍坦言，「這是過去40年來全球最嚴重的疫情」。由於染伊波拉的初期症狀似感冒，很難分辨，然而致死率卻高達90%以上，無法治癒，如此恐怖的力量令人不寒而慄。因此全球各國對這波疫情均戒慎提防，拒絕成為下一個疫情國家。
