為「解救血汗計程車」，柯文哲昨天一口氣射了三箭，主張普設5000格計程車候客停車位、設置外語通譯中心與強化聯合派遣平台。相較於後兩箭北市府已在推動政策，第一箭5000格候客位令人眼睛一亮。不過，此箭若要達陣，要先通過三個障礙。

北市路邊停車空間早已飽和，若改成計程車候客停車格，意味開車民眾愈來愈難在馬路旁找到合法車位。柯辦主張利用路外停車位，「補回」消失的車格，但不少開車族偏好就近停在馬路邊，勢必要改變停車習慣。

不只如此，代表公共運輸的計程車，理念上應比私家客車擁有更多優先權，但此觀念恐怕一時間還未能被民眾認同、接受。如何面對開車族反彈並處理得宜，將是第一個障礙。

第二個障礙則是5000格位的設置地點。乘客搭計程車，著眼省時間、便利兩優勢，路攔文化才會如此興盛。若地點挑選失當，不能滿足現行計程車族需求，恐變成「蚊子停車格」。

第三個障礙則是乘客需求面。追根究柢，柯文哲主張設置5000格計程車候客停車格，是為讓計程車司機比較輕鬆。但有運將說，「候客點設再多，沒有人搭車有啥用？」如何把計程車產業的「餅」做大，讓更多人搭計程車，恐怕才是運將最深切的期盼。
