退出國民黨參選嘉義市下屆市長的市農會總幹事蕭淑麗，昨天發表都市發展規劃藍圖，她說，嘉市升格30餘年比台中、新竹市落後，為此，她提出將全市劃分5個區域的發展願景，打造成為觀光、休閒、時尚、美食，多功能的e化城市。

蕭淑麗指出，依各區特性，「東區」可結合自然資源，蘭潭、仁義潭、植物園、嘉義公園等，發展成為「自然景觀藝文休閒區」；西區未來將提升興建中的漁市場、果菜市場，成為雲嘉南觀光休閒市場，興建小巨蛋，發展成為飯店、百貨、金融等「多功能綜合開發區」。

「南區」加速湖子內區段徵收開發進度，規劃八掌溪畔朝「河岸公園新興開發區」發展；「北區」有文化中心、博物館、音樂廳、舊北門車站等設施，將以「文化、觀光、醫療產業休閒區」為發展主軸。

「中區」市中心打造成「時尚、觀光都會區」，除將全市現有公園打造成主題公園，並建立系統導覽設施，定投資獎勵、租稅優惠辦法，帶動投資提升經濟。
