黃志鵬請假惹議 外交部稱業務有代班人

駐越南代表黃志鵬在越南暴動前夕請假返台，引發爭議。外交部發言人高安表示，我駐外館處有健全代班制度，當代表或主管不在，就由副代表或副主管處理業務。她指出，黃志鵬請假期間，仍隨時與越南當地保持密切聯繫，事前也周知台商會、建立聯繫網絡等，作好萬全準備。

高安表示，黃在四月時就申請5月9日下午至13日上午請假，他在13日清晨就返抵越南，上午回到崗位處理公務，越南情勢直到當天傍晚才轉為嚴峻。至於黃志鵬請假的原因則因事涉私人理由，不便透露。
