日推集體自衛權 獲鄰國理解

日本安倍政府要推集體自衛權，日前訪中與中共人大常委會委員長張德江會談的自民黨副總裁高村正彥，負責說服公明黨；十六日他與美國駐日大使卡洛琳．甘迺迪見面，被問及哪位比較棘手，高村說，「張先生比較困難。」

高村解釋，他的理由是公明黨的副黨魁北側懂日文，比較容易溝通。但是集體自衛權的雛型，有部分明顯針對大陸而設計，所以甘迺迪對這答案的「弦外之音」，會心一笑。甘迺迪在會談中表示，美方肯定安倍政府要研議新的憲法解釋。

安倍要「研究」重新釋憲，以容許自衛隊行使集體自衛權，引起陸、韓的批判。官房長官菅義偉十六日說，「已獲得陸、韓以外鄰近國家的理解。也將透過外交途徑說明日本政府基本想法。」在國內則需與執政盟友的公明黨及在野黨溝通，公明黨不贊成集體自衛權解禁。

高村十六日在日本記者協會演講指出，「公明黨認為我們所舉行使集體自衛權的情況，利用個別自衛權或警察權即可處理。其實不是所有事態都可對應，我覺得雙方還有很大的討論餘地。」
