瘋狗浪8死 檢認定無人為疏失

新北市樹林社區大學去年11月9日到龍洞鼻頭角戶外教學，8名學員不幸被瘋狗浪捲入海中喪命。檢方認定無人為疏失，予以簽結。

基隆地檢署今天表示，承辦檢察官在事故發生當天隨即著手調查有無人為疏失，除曾率隊前往履勘外，並參酌國立台灣海洋大學、成功大學及台灣大學3校學者的意見。

學者調查報告提到，超級強烈颱風海燕所形成的長浪，推湧經過1600公里外事發海岸時，因該處海岸恰為垂直岩壁，長浪衝擊岩壁而能量向上竄升，瞬間形成湧浪，將遊客吞沒並捲入海中，長浪經過1600公里仍造成如此鉅大災害，「是過去所未見，也難以預料」。

另外，檢方根據當天參與活動的11名學員陳述，提到事故發生地點距大海有50公尺遠，中間又隔著礁石，在3波瘋狗浪來襲前，海面並無出現大風浪的跡象，且隨後又恢復平靜。

檢方偵查後，認定龍洞瘋狗浪事故屬於難以事先預防的「突發天災」，並未發現有人為疏失，予以簽結。
