大麻合法銷售 烏拉圭總統簽署規範

烏拉圭總統穆西卡(Jose Mujica)6日簽署大麻的銷售規範。
根據規定，官方認可的大麻含有15%四氫大麻酚(tetrahydrocannabinol，大麻中的主要有毒致幻成份)，購買者必須是年滿18歲的烏拉圭公民，並且向有關當局辦理註冊登記，消費者每週最多只能購買10公克，每公克售價為20至22披索(約0.90美元)。
過去數十年，在烏拉圭使用大麻並不違法，但生產和商業化的行為都屬違法。烏拉圭於去年12月成為全球第一個宣布將成立大麻合法交易市場、對大麻的生產和銷售進行管控的國家。
外界認為，烏拉圭當局投入太多資源打擊販毒，卻始終未見成效，因而決定大膽採取這項政策。
不過，烏拉圭此舉引發聯合國的強烈批評。負責監督國際毒品條約執行的聯合國國際麻醉品管制局(INCB)表示，烏拉圭這項法律違反麻醉藥品單一公約(Single Convention of Narcotic Drugs)。
烏拉圭與另外185個國家於1961年簽署通過麻醉藥品單一公約。
