地主圍巷道阻救護車 新北養工處限令移路障

新莊瓊泰路181號旁的一個小巷子是附近居民進出的重要巷道，約3周前，這條巷子的地主突然把屬於他的部分封起來，路突然變窄，民眾憂消防車進不來，新北市政府養工處表示，「這裡已是既成道路，地主2周內必須移除路障。」

新莊瓊泰路751巷是條住戶多、但出入不容易的巷子，最寬的出入口就是瓊泰路181號旁的巷子，過去垃圾車也是從這裡進入巷子讓居民倒垃圾，結果附近的地主突然把地圍起來，路剩三分之一，垃圾車因此進不來。

瓊泰路181號旁的小巷子一半是公有地，一半是私有地，公有地本來是水溝，後來才加蓋成道路，但是很狹小，民眾都是走私有地的路，日前有業者想收購這塊土地來換容積率，於是地主就把地給圍起來，他說，「旁邊就有路可以走了，這塊我們要拿回來。」

居民林先生說，地主把地圍起來之後，車子得走旁邊一條更小的路，已經出過3次小車禍，另外，之前有救護車進不來，他們得抬著擔架，跑進來再跑出去，他說，「這根本就是耽誤人家救援時間啊！」

議員陳文治與養工處日前會勘，養工處表示，這條路作為道路用途超過20年以上，屬公用地役關係的既成道路，地主雖有所有權但不得擅自封路，要先申請廢道或改道，通過後才可以封路，限地主2周內將路障移除。
