學位論文電子化 教長承諾回溯

（中央社記者陳至中台北2014年4月14日電）立法院教委會今天審議「學位授予法」修正草案，規劃學位論文需連同電子檔送國家圖書館保存，教育部長蔣偉寧也承諾編列經費回溯，將修法前的論文電子化建檔。

過去碩博士學位論文，僅需繳交文件、錄影帶、錄音帶等送國家圖書館保存，沒有包括電子檔。立法院教育及文化委員會今天審議「學位授予法」第8條修正草案，考量資訊時代的數位傳輸、整理、儲存趨勢，要求學位論文需全面繳交電子檔。

朝野立委都支持這項修正，但民主進步黨籍立委鄭麗君在質詢時提出，不該只有未來的論文要交電子檔，修法前的學位論文和學術書籍刊物，也該全面電子化。

對此，蔣偉寧承諾學位論文部分，會編列預算往前回溯，但書籍的部分就比較困難，要和其他部會討論。

鄭麗君追問，多少比例的論文會回溯電子化，要求教育部設定明確目標，蔣偉寧說，「持續做到完」。

「學位授予法」修正通過後，碩博士學位論文、專業實務報告、書面報告或技術報告，都需連同電子檔送國家圖書館保存，並提供公眾閱覽。但涉及機密、專利事項等經學校認定，可以不予提供，或者規範一定時間內不提供。
