國發會與日本工商會昨天共同舉辦自由經濟示範區座談會，包括日本索尼、三菱商事、丸紅與伊藤忠等約70位日商參加。國發會主委管中閔表示，日本企業對示範區感到興趣，證明示範區是面對國際，而非外界誤解的只對中國大陸。

日本企業對示範區的實質優惠與申設條件十分關心，像是示範區內是否有單一窗口可處理區內業務、貨品輸入與企業申設可享有哪些租稅優惠、日本農產品輸入示範區經保管加工再出口，可否用MIT（台灣製造）或MIJ（日本製造）名義等。

管中閔指出，台日經貿發展密切，希望日商能將示範區列為投資的重要考慮，示範區將朝向和日本產業結合推動。像是日企對物流產業有高度興趣，希望將台灣視為物流基地，或藉此前進亞洲。

他向日商說明，我示範區和大陸上海自貿區都希望吸引外資投資，彼此有競爭之處，但像法規制度的透明度、智慧財產保護等，台灣都比上海周全，且各部會合作緊密，在經營面、制度面上有相對優越條件，並非要和上海比生產要素。

高鐵財務危機逼近，轉轍器出包頻仍，財務與服務品質都面臨考驗。交通部長葉匡時昨天表示，規畫高鐵先減資、再增資、上市。預計減資六成，增資部分由公股、泛公股入股，五大原始股東不參與，政府實質掌握經營權，特許期由卅五年延為七十年，高鐵「財務健全方案」年底開始執行。

高鐵公司也已請原廠德國西門子公司徹查轉轍器問題，根除病灶。

立院交通委員會昨針對高鐵財務、轉轍器異常等問題進行專案報告。葉匡時說，高鐵減資會衝擊六萬多名小股東，搭配高鐵費率同步檢討降價，至少降一成，恢復到去年十月調漲前水準，最快年底實施。

據了解，費率標準機制調整後，高鐵票價有一至二成降價空間。以降價一成為例，「台北─左營」可從現行的一千六百卅元降為一千四百九十元；「台北─台中」從七百六十五元降為七百元。

截至去年，高鐵累積虧損五百廿二億元，已虧掉半個資本額，加上特別股股東紛紛狀告法院，要求高鐵贖回特別股，已有二案勝訴，恐引發連鎖效應。

高鐵公司須籌集近五百億元資金，以贖回特別股股本及加計的遲延利息，幾乎是高鐵僅存的資本。

交通部規畫透過一連串的財務計畫，讓高鐵財務徹底轉骨，第一步就是減資。葉匡時昨表示，暫擬定減資幅度為普通股的六成，可能更多，仍待精算。

目前高鐵泛公股僅二成多，民股超過一半。交通部規畫，增資部分由公股、泛公股入股，交通部已與五大原始股東大陸工程、富邦集團、長榮集團、東元電機、太平洋電線電纜溝通，不要參與增資。

為了吸引資金挹注，交通部也將延長高鐵特許期。葉匡時說，以國際大型交通ＢＯＴ案為例，英法海底隧道特許期為九十九年，台灣高鐵特許期卅五年太短，預計延長一倍。

高鐵營運品質也飽受詬病，高鐵轉轍器故障率今年創新高，董事長范志強昨向社會大眾道歉。范志強說，已請西門子「對症下藥」，並會縮短搶修時效，與原廠及其他專業機構交流，建立自有的核心技術。

迎接夏日戰場，連鎖咖啡業者也卯足全力推活動，據統計，冰品每年銷售額超過40億元，丹堤咖啡就第一次開賣刨冰，85度C則推出冰咖啡特價，UCC Cafe Mercado續推頗受歡迎的咖啡霜淇淋販售。

雖然現在是霜淇淋當道，霜淇淋在市場上紅翻天，但丹堤卻推刨冰。業者表示，霜淇淋適合外帶，但丹堤是咖啡館還是以內用為主，刨冰就較適合內用，因此全台130家門市就有80家可以喝咖啡也可以吃刨冰。

可以吃到的刨冰，有：芒果甜心刨冰、抹茶紅豆刨冰、桑椹紅毛丹刨冰，原價145元，6月1日至6月30日嘗鮮價128元。

85度C則於6月1日至11日，推出冰招牌咖啡第二杯半價優惠，限中、大杯，一代店中杯原價60元、大杯原價70元；二代店中杯原價65元、大杯原價80元。

而UCC Cafe Mercado則延續去年推出的咖啡霜淇淋與霜淇淋聖代，加入了白玉與板栗，很有日本風。
