MOD因「版權問題」覆蓋公視新聞播出，請問是否合乎正當性？

剛剛在MOD的首頁看到公告，因為「版權問題」於6/13~7/14覆蓋公視新聞的播出，我想請問這樣是否有違法？蓋了其他戲劇、娛樂⋯⋯等等類型的節目是因為MOD是IPTV的身份那還情有可原，但蓋了新聞是否有違反「新聞自由」這一類的法律呢？麻煩版上大大共同討論與解答，感謝。
