【捷運檢討】捷運反恐演練　協調不及突喊停

台北市警局昨天下午原計畫在北捷示範反恐演練，將521鄭捷持刀在捷運車廂隨機瘋狂殺人，造成28死傷悲劇重建，並拍攝犯罪宣導短片，教導民眾在捷運 車廂內如果碰到鄭捷這種殺人魔時，要如何自保及應變招式，但因為涉及雙北2市警察、消防等單位配合演練，由於，協調不及和細節臨時喊停，將擇期再辦捷運反恐演練。

其實，對於台北市警局在521「血洗北捷」案發第3天，就要將521當天悲劇重現，警察內部有正反不同聲音。支持的警員表示，這類行反恐演練，可以幫助民眾保護自己。不過，反對的警員表示，「不應該這麼快在被害人身上灑鹽，民眾尚處在恐懼不安中，『療癒』民眾受傷害的心，應該比較重要。」另有警官指出，找出北捷的安全盲點，讓悲劇不重演，應是當務之急。

市警局警官表示，北捷的SOP，是通知捷運隊後就沒事嗎？根據捷運隊和北捷公司15年來的配合，北捷行控中心通知捷運隊外，也必須同時通知案發轄區分局，但昨天新北市警海山分局強調是接到民眾報案，不是北捷也不是捷運警察隊，狠打北捷、捷警臉，對於這種跨縣市的通報程序，必須釐清明訂，不應該打模糊戰。（張芳榮／台北報導）
