走進宜蘭監獄中央大走廊入口，就會看到「脫胎換骨，浴火重生」八個大金字，這是六月時法務部長曾勇夫出席高雄戒治所為收容人戒菸比賽成果發表舉辦的「華人戒治處遇實證曁品格教育成果發表會」時說出：「脫胎換骨，浴火重生，從戒煙開始」之後，就被監所拿來用做年度宣導的口號。

誠然，有毒癮的出監後不再「託胎患蠱」實在少之又少，而道上兄弟的不「劫夥叢生」的也實在難之又難，部長「脫胎換骨，浴火重生」這兩句話實在是對矯正工作充滿期許，但理念付諸實行就容易變了調，想想戒菸可以用比賽的，大概也只有監所才搞得出來吧！而且監獄一直在比賽戒菸的績效，但我實在搞不懂戒菸和犯罪矯正有什麼關連？難不成性侵犯戒個菸出監以後就不會再對女人動手？或者幫派列管的戒了菸從此金盆洗手？...(完整內容)
