陸規範信訪 越級不受理

中國大陸國家信訪局昨天首度公布文件引導逐級信訪，明確應採取書信和網上投訴等形式，信訪60天辦結，但越級不受理。

新京報今天報導，這是大陸國家信訪局首次公布專門文件，規範信訪事項受理程序，引導信訪民眾依法逐級走訪。新規定將於5月1日起實施。
