預售屋天然瓦斯安裝問題及價格?

各位大大好:
小弟最近買了一間預售屋，明年初交屋，在看合約書的時候有看到天然瓦斯安裝的部分，合約書上是這樣寫的:

"管線由建商代為申請，瓦斯配管由瓦斯公司統一規設計安裝；設計、施工及裝表費用，由買方負擔。"

有以下幾點問題想請教:
1.上面文字指的是建商幫我申請了天然瓦斯管線都已經配到我的房子是嗎?只是沒有裝表示去是嗎?
2.至於設計、施工、裝裱費用由買方負擔有點不是很懂，房子建商在蓋的時候不是已經都拉好管線了嗎，那為什麼還得設計、施工呢?且費用不是包含在房價裡面嗎?
3.請問這是不是指房子交屋後如果我需要使用天然瓦斯，必須在自行請天然氣公司來裝裱，並還得付裝表費用及管線設計、施工費用呢?
4.如果是裝表費是多少?裝裱+施工+設計費又是多少?
