入重疊海域 我科研船遭日驅離

「請問你們來做什麼？這裡是日本經濟海域，請趕快離開！」我國最大的官方海洋科學研究船「海研五號」，上個月在日本宮古島附近的台、日經濟重疊海域探測研究時，遭日方海巡船緊隨，並且鳴笛警告、驅離。

這起事件發生在三月廿九日。海研五號為避免爭端，隨即離開，續往東前往下一站，不料日方飛機又來要海研五號離開。海研五號回覆日方：「我們正在作業，儀器都在海裡，要數小時之後才能作業完成，完成後我們就會依照原計畫返航。」

在海研五號返航途中，日本保安廳船艦仍在距海研五號約兩、三百公尺處監控。

科技部官員指出，日本這次逼這麼緊，恐和最近的釣魚台爭議有關，對周邊國家都較敏感，呼籲我國盡快和日本談判，讓研究船安心做科學研究。

據了解，三月廿九號到四月二號間的航程，是海研五號首度碰到日方鳴笛警告，之前曾有數次被日本通知驅離，但這次最嚴重。科技部已通報外交部、國安會。

海研五號所屬的國家實驗研究院海洋中心主任龔國慶說，海研五號被鳴笛警告時所在的海域，距離花蓮約三百五十到四百五十公里，是台灣和日本的經濟重疊海域。

科技部官員指出，之前我國和日本已開始洽談台日漁業協議、保障漁民在重疊海域工作不受干擾，但科研船相關協議卻一直未談。
