泰國參院選舉 盈拉恐遭彈劾

〔編譯詹立群／綜合報導〕經過五個月街頭示威，泰國三十日舉行國會參議院選舉，選出一百五十席中的七十七席，投票過程平和，但由於看守總理盈拉因稻米補貼案涉嫌貪污失職，三十一日將被國家肅貪委員會傳喚說明，若罪名成立，新任參議員將發起投票彈劾盈拉，彈劾是否成功，端視參院選舉結果。

泰國反政府示威進入第五個月，二十九日又有數萬人走上曼谷街頭，要求盈拉下台。盈拉三十日拖著扭傷的左腳前往投票，呼籲肅貪會進行公平調查。

泰國國會共有六百五十名議員，包括民選的五百名眾議員，以及一百五十名參議員，其中七十七人是由七十七省各選出一人，任期六年，另外七十三人則是由肅貪會、憲法法庭、選舉委員會、國家審計委員會首長及最高法院代表組成委員會提名產生，而彈劾盈拉需要五分之三席次（九十席）參議員投票通過。

雖然參院標榜獨立於任何黨派和政治團體，但二月大選被判無效、眾院停止運作後，盈拉所屬執政黨「為泰黨」和反對黨「民主黨」就覬覦搶下參院控制權。選委會表示，三十日投票情況順利，下午三點結束投票，估計投票率約四十％。

觀察家表示，這場政治危機現在進入新階段。泰國智庫「暹羅資訊社」政治分析師康元永預測，參院選舉結果恐將如同二月大選，由支持政府勢力獲勝，但被提名的參議員中，九十％都是反政府。肅貪會指控盈拉罔顧警告，導致稻米補貼政策造成國家重大虧損。若盈拉遭起訴，將面臨參院彈劾，若彈劾成功，她就須下台，且在五年內不得參政。
