安永：中國企業應主動迎接碳排放交易

安永會計師事務所氣候變化與可持續發展服務亞太區主管合夥人馬修‧納爾遜24日接受新華社專訪表示，大陸企業不能只是被動執行碳排放政策相關規定，而應主動迎接碳排放交易機制，這將成為企業競爭和贏利的一個重要方面。

納爾遜指出，在碳排放交易問題上，中國大陸企業要改變目前被動適應和執行相關碳排放政策規定的局面。他說，碳排放交易將會為企業帶來發展機遇。那些主動迎接碳排放交易的企業將成為贏家。

他解釋，目前一些企業認為碳排放交易不是核心業務而不予以重視，但那些透過技術創新實現綠色發展，以及採取行動參與碳排放交易的企業將會有力減少運營成本，從而獲得競爭優勢。

納爾遜指出，從國家政策層面看，中國大陸的碳排放交易政策在亞太市場處於領先地位。碳排放交易機制在全球來看都不算太長，歐洲實行了8年；美國也只實行了幾年，且僅是地區性的機制；澳洲和日本則沒有此交易機制。從全球看，中國大陸在碳排放交易機制方面跟進很快，目前交易試點已經實行了近一年。
