〔駐日特派員張茂森／東京29日報導〕日本總務省決定自明年起強制各大手機公司解除
SIM卡的上鎖，以利消費者自由在喜歡的智慧型手機換卡使用，同時消除國際上日本手機
市場閉鎖的惡劣形象。

日本各大手機公司是為防止自家消費者流失，而將手機上的SIM卡（記錄端末情報的IC卡
）加鎖，配合自家手機使用，但造成廣大消費者的利益損失。

歐洲各國幾乎所有國家都未在SIM卡上加鎖，美國也在今年五月解禁，日本鑑於國際交流
受到影響，總務省判斷有對各手機公司科以解禁義務的必要。

日本政府曾在2010年對各手機公司提出解禁的勸告，但是自主解禁的只有NTT的iPhone一
機種和軟體銀行的四機種，KDDI完全閉鎖，由於SIM卡的加鎖，外國手機到日本必須強制
使用國際漫遊，手機市場的閉鎖在國際間著有惡評。
