煤炭股熱燒 滬指翻紅

滬深兩市昨（21）日早盤低開後一度跌破2,000點，隨著煤炭股的拉升，滬指返回2,000點以上，收盤時煤炭股漲2.43%，個股方面，大同煤業漲停，露天煤業、山煤國際漲逾5%，其他煤炭股全線飄紅。

網易財經報導，發改委推出80個鼓勵社會資本參與的基礎設施項目，涵蓋現代煤化工和石化產業基地，鐵路、公路、港口等交通基礎設施，新一代資訊基礎設施，重大水電、風電、光伏發電等清潔能源工程，油氣管網及儲氣設施等方面。

鼓勵和吸引社會資本特別是民間投資以合資、獨資、特許經營等方式參與建設及營運。

發改委指出，提出加快全國煤炭交易市場體系建設，包括逐步培育建成二至三個全國性煤炭交易市場，並提出要成立全國煤炭交易市場體系建設協調機制。

分析人士指出，當前煤炭交易市場仍存在著市場分割、規模偏小、交易手段落後、不夠規範和無序競爭等待解決的問題。

繼內蒙古、山西公布煤炭救市政策後，福建也加入煤炭救市大軍。

日前福建也公布《關於促進煤炭行業平穩運行的實施意見》提出，為科學調控煤炭生產總量，有效遏制煤炭產量無序增長，將嚴格煤礦安全准入門檻，嚴格新建、擴建煤礦准入標準，同時也提出減輕企業負擔、加強進口環節管理等措施。
