金援烏克蘭 美國會通過

美國眾議院1日以懸殊差距票數通過金援烏克蘭和制裁俄羅斯兼併克里米亞法案，送交總統歐巴馬簽署。歐巴馬預料會簽字。

美國參議院上周通過這項法案，眾議院1日以378票贊成、34 票反對通過。法案提供10億美元貸款保證給烏克蘭，可協助烏國經濟恢復穩定。

國際貨幣基金(IMF)、歐盟、日本已承諾未來兩年提供總額270億美元的援助。美國「傳統基金會」俄羅斯和歐亞事務專家柯恩表示，歐美的金援是協助烏克蘭的第一步，但未解決烏國經濟問題根源：成長和收入不足，無法填平能源依賴俄羅斯產生的預算缺口。

新法案也授權提撥5000萬美元，協助烏國加強民主法治、打擊貪腐，並舉行公平選舉、協助民間組織。另外提撥1億美元，提升美國與歐盟、東歐、中歐國家的合作，提供軍事、防衛協助給烏克蘭和區域內其他國家。
