林火燈：持續開放力爭升等

MSCI及FTSE是否對台灣升等為已開發市場，每年受關注。證交所總經理林火燈指出，政府已持續展開政策鬆綁，但開放過程有推動的優先次序，未來會持續與主管機關溝通，進行各項開放。

金管會這一年來對台灣資本市場不斷進行政策鬆綁，林火燈說，很多證券大老都強烈感受到，過去一年金管會政策開放，超過過去10年。

至於外資關注的幾個項目，例如不允許場外交易，外資認為，對最終受益人屬於同一個，因開不同FINI（外國機構投資人）帳戶，因而無法進行場外交易，造成轉帳不便；另在借券方面，台灣還是有些限制。

另對下單方面，外資也有些聲音，因有些券商或保銀會要求要款券要同時到位。但林火燈強調，上述並不全然是政策未開放，僅有些券商對個別客戶的要，證交所希望若有券商要求款券提前到位，外資能讓證交所知道。

對於目前台灣仍不允許場外交易，林火燈說，現有鉅額交易制度，因是鉅額交易，因而限制最低成交金額要達1,500萬元。
