內政部去年修正「建築物無障礙設施設計規則」，將一般旅館納入公共建築物，要求設置無障礙措施。為輔導業者改善，北市觀傳局擬修正「北市旅館業提升公安補助辦法」，只要業者願意設置無障礙設施，即可申請補助，每家旅館累積補助金額上限為50萬元。

觀傳局觀光產業科長張坤海表示，補助辦法現正公告，待市政會議通過，預計最快6月底前上路。

張坤海表示，全市共有434間國際觀光旅館及一般旅館，20年以上者幾乎占半數以上，因早期法規僅規定國際觀光應設有無障礙設施，一般旅館未做限制，因此不少旅館的設施並不足夠。

不過，內政部今年元月新上路的「建築物無障礙設施設計規則」，明定一般旅館也應改善無障礙設施，另房間數50間以上者，應設計一間以上的無障礙客房。

張坤海指出，為讓業者全面提升旅館居住品質，今年修正公安補助辦法，除補助業者消防安全、防火避難設備等相關費用，也新增無障礙設施更新、改善費用的補助。

張坤海表示，每家旅館每次補助金額，以各項實際支出費用的80%為上限，且每家旅館不分次數，歷年最高累積補助金額以50萬元為上限。

建管處總工程司邱英哲表示，部分旅館設在2樓以上，沒有電梯，或因腹地太小，無法設置無障礙通道等，建管處將盡力輔導業者改善，例如設置服務鈴等。

建管處使用科長洪德豪表示，今年4月起全面清查北市旅館業者，確認無障礙設施是否符合相關規定，違者限期3個月內改善，否則可開罰6萬至30萬元不等。
