（中央社記者邱國強北京31日電）南北韓今天相互進行火砲射擊，中國大陸外交部發言人洪磊表示，當前朝鮮半島局勢升溫，大陸對此表示擔憂，並反對任何損害當地和平穩定的行為，同時敦促各方保持冷靜克制。
洪磊並針對北韓宣布不排除進行新型核子試驗指出，大陸對有關動向表示關注。
大陸外交部下午舉行例行記者會，洪磊在回答媒體提問時，作上述聲明。
洪磊指出，當前朝鮮半島局勢有所升溫，大陸對此表示擔憂。
他說，大陸反對任何損害朝鮮半島和平穩定的行為，敦促各方保持冷靜克制，謹言慎行，防止形勢輪番升級，共同維護朝鮮半島和平穩定。
洪磊並針對北韓宣布不排除進行新型核子試驗表示，大陸對有關動向表示關注。大陸堅持實現朝鮮半島無核化、堅持維護朝鮮半島和平穩定、堅持通過對話協商解決問題的立場，是明確的，堅定的。
他說，當前朝鮮半島局勢相當脆弱，維護半島和平穩定符合有關各方共同利益。大陸敦促有關各方保持冷靜克制，不做不利於朝鮮半島和平穩定的事。1030331

行政院昨（31）日敲定，周四將核定兩岸協議監督條例，近期也將召開「經貿國是會議」，廣邀各界探討台灣在區域經濟整合趨勢中，如何面對大陸。外界預期，這將是台灣近年罕見的兩岸經貿路線大辯論，有助打破僵局、定位未來。
馬總統昨天上午接見六大工商團體時重申，不論是撤回兩岸服貿協議，或是重啟協商，都對台灣經濟不利。針對反服貿學生提出的四訴求，除了服貿協議不退回外，其他三訴求，都已交由政院規劃。江揆昨晚邀跨部會討論時，也敲定服貿爭議本質是兩岸經貿互動問題，不是憲政問題，因此不召開公民憲政會議，而是經貿國是會議。
昨晚陸委會也持續比對立法院現有與兩岸協議監督條例有關的八個版本，同時參考美國國會對行政部門對外洽簽自貿協定的監督方式，盼該條例能真正化解外界疑慮。
行政院發言人孫立群表示，這次服貿爭議，主要是外界對於兩岸經貿關係有不同看法，並且牽涉到台灣參與區域經濟整合，「正本清源之道就是處理這兩個議題，避免失焦」。另一位政院官員也說，服貿爭議若要上綱成統獨或憲政問題，很可能整個國家的屋頂都要掀掉了。
行政院已指示經貿國是會議由國發會統籌辦理，據國發會初步規劃，將聚焦三主題，包括，兩岸經貿互動、區域經濟整合，及台灣投資環境。國發會主委管中閔表示，該會議不會觸及服貿協議如何落幕，「這是技術性問題」，不過，期盼各界站在區域整合的高度上，討論台灣面對大陸的態度，預期會是一場廣納各種聲音的政策大論辯。
他也說，該會議可廣開言路，讓大家都有機會參與討論，勿困於菁英團體會議，不排除邀請學生、公民團體一同參與討論。但這一切還是要等江揆拍板。
過去一段時間以來，政府在推動自由經濟示範區、吸引台商回流等重大政策時，每遇勞動、環保、土地等問題，常因社會各界看法分歧，面臨政策難以推動困境。國發會也盼透過經貿國是會議，凝聚各方共識。

| 多項單車族罰則 今天起實施

 喝酒不開車，從今天開始，喝酒也不能騎腳踏車了。台北市從今天開始，單車族只要酒駕或是滑手機，也要罰款了。
台北市交通警察大隊表示，這次將針對單車騎士，新增五項規定，包括酒駕、拒絕酒測、滑手機、未禮讓行人，以及夜間未開啟燈光等。違反規定者，可以處三百到六百元的罰鍰；而拒絕酒測這一項，罰款則是一千兩百塊。
不過，至於「夜間行車未開啟燈光」這項條款，由於單車騎士可能還需要一段時間適應，警方將會先宣導，不會立即開罰。
