汽油需求回升 美國半年來首度進口乙醇

普氏能源資訊（Platts）報導，美國能源資訊局（EIA）4月2日公佈的數據顯示，截至3月28日為止當週，乙醇的日均進口量為11,000桶，這是半年來美國首度進口乙醇，主要因為春季汽油需求開始回升的影響。上週美國乙醇日均產量為92.2萬桶，則是創下今年以來的新高，較前週增加4.2%，與去年同期相比年增14.5%，估計用於生產乙醇的玉米消耗量為9,681萬英斗。

EIA最新月報表示，2013年美國乙醇產量較上年度的132.2億加侖增加至133.1億加侖，但仍低於2011年的139.3億加侖；其中，去年12月的乙醇產量較上年同期的10.7億加侖增加至12.4億加侖。2013年美國乙醇消費量則是持續增長，達到131.8億加侖，2011以及2012年的消費量分別為128.9億加侖與128.8億加侖。

2013年底至2014年初，美國乙醇出口量大幅增長，2014年1月美國乙醇出口量達到8,620萬加侖，是2011年12月以來出口量最高的月份，相比2013年12月份增長了33%。其中，巴西是最大的出口目的地，出口量為2390萬加侖，其次是加拿大，出口量為1880萬加侖，其餘的出口目的地包括阿聯酋、印度、菲律賓、墨西哥等。2013年美國乙醇出口量累計6.2億加侖，相比2012年下降了16%，其中加拿大是最大的出口目的地，出口量佔比為52%。

世界各地用於生產乙醇的原料有所差異。根據德國聯邦生質乙醇產業公會（BDBe），歐洲地區生產乙醇的主要原料仍是小麥，約佔36%比重，玉米與甜菜合計則各佔有23%比重，大麥、黑麥以及小黑麥等則佔有剩餘的17%比重。與歐洲地區不同，美國主要以玉米作為生產乙醇的原料，巴西則以甘蔗作為原料。

中職「選秀狀元」鄭凱文昨天先發7局，送出9次三振卻無緣勝投，因統一獅與中信兄弟以1比1打完第12局，兩隊投手4小時38分K來K去，連郭泓志也飆出154公里速球加入「K陣營」，投了3K。全場兩隊共29次三振，出現本季第1場和局。

甫獲3月投手MVP的鄭凱文沒有「MVP症候群」，昨天他的出賽凸顯球隊只有「打擊不連貫症候群」。殘壘過多，其中5次攻上三壘只得1分，浪費大好機會。然而，打出11安的獅隊也是如此。

鄭凱文球運不佳，力拚獅隊7局被打9安、並以9K化解自製的危機。接手鄭凱文的謝榮豪也賞了獅隊4K、官大元送出3K、耿伯軒1K，獅隊全場吃了17K，中信兄弟還是難以贏球，因自己也吞了12K之多。

5局上，鄭凱文先被周廣勝、唐肇廷揮出安打，攻佔一、三壘，鄧志偉在2人出局時，用力揮出穿越一、二壘安打，攻下獅隊第一分，也攻破了鄭凱文零自責分的防線，中斷連續12局無失分，鄧志偉已連4場安打。

中信兄弟在5局下立即還以顏色，黃鈞聲、張正偉安打，張志豪保送，滿壘，洋炮羅培茲打出內野滾地球，黃鈞聲跑回追平分。不過羅培茲開季至今24打席2安打，打擊率掉到1成以下，中信兄弟隊總教練謝長亨強調羅培茲沒有走人的問題。

昨天統一對中信兄弟之戰，觀眾人數3327人，創下中信兄弟開季6場主場以來觀眾最少的一役。中職不趕緊正視球迷流失的問題，仍然熱中於網路針對電視轉播問題進行筆仗，昨天悄悄更改官網的錯誤聲明，這增加不了觀眾人數、也減低不了球迷的抱怨心情。

愛滋藥費 可望健保負擔大部分

（中央社記者陳清芳台北2014年4月3日電）行政院今天通過愛滋權益條例修正案，穩定服藥2年以上的感染者，藥費轉由健保署負擔，可望增加兒童疫苗預算，也解決疾管署破產危機。

衛生福利部疾病管制署副署長莊人祥說，「人類免疫缺乏病毒傳染防治及感染者權益保障條例」部分條文修正草案，重點之一是設置「醫療轉銜期」，一旦立法院三讀通過，新感染者頭2年的愛滋藥費，由公衛端的疾管署負擔，服藥控制2年以上的治療維持期醫療費，改由醫療端的中央健保署負擔。

疾管署今年度預算約新台幣57億元，愛滋醫療防治就占21億元，隨著感染者增加且用藥延長壽命，愛滋相關支出年年超支，另積欠健保署墊付款8億到9億元，排擠其他防疫經費，長期恐將造成疾管署破產。

莊人祥舉例，兒童的五合一疫苗全球缺貨，疾管署緊急因應，只好改買四合一疫苗，外加單劑疫苗，「疫苗都快要買不起了」。

莊人祥說，在健保照顧支付長期服藥的愛滋感染者，疾管署每年的愛滋防治費用將限縮到13.5億元。

愛滋感染每人每年藥費30萬元，以往疾管署曾嚐試要求感染者部分負擔藥費，全案遭遇感染者強力反彈而胎死腹部，近年來訂出藥費上限，超出上限者要專案申請，未來將健保署來處理愛滋藥費負擔問題。

丁寧平常是開車族，上通告拍戲大多都是自己開車去，因為拍戲地點有時候很複雜，她就會用Google的地圖軟體先查看，「雖然我開車有導航，但曾經碰過導航會自己亂導，還把我帶去山上，Google的地圖失誤率算低，還蠻不錯用」。加上台北市停車不太好停，她也會先用地圖看看附近有沒有停車場，十分方便。(蔡維歆／台北報導)
