一名毒販在行李藏鴉片，原本打算經杜拜，把毒品運往英國，但途中遺失行李，毒販到英國時，竟然向機場方面求助，最後揭發行李藏毒。

43歲的拉那曼（Amir Rahnama），乘坐客機由伊朗經杜拜，飛往英國的曼徹斯特，他的行李內有15盒護髮乳，藏有10公斤鴉片，價值近20萬英鎊(約台幣1014萬)。不過，他的行李意外地在杜拜遺失，飛抵英國時他向機場負責行李運輸的部門投訴，職員成功尋回行李，但警方的緝毒犬發覺有異，成功揭發案件。

企圖運毒的男子被捕時，起初稱因為太太患癌，才急於運毒賺錢，但後來又稱自己是老闆的快遞員，對運毒一事毫不知情，最後他仍被法官判監6年。（國際中心／綜合報導）

南韓渡輪「歲月號」（Sewol）昨(16日)早上發生海難沉沒，目前有179人獲救，9死，多達287人還列為失蹤，因海難事故當天原定出航的船長休假，改由60幾歲的代理船長出航，但據乘客指出，這名代理船長在發生意外當下，居然比乘客還優先跳上救生艇逃生，引發受難家屬、民眾大怒。

據《韓聯社》報導，稍早時這名代理船長接受警方調查，據悉，他走來的路上不斷啜泣，身穿灰色帽T，並用帽子遮住臉，他也向記者表達對「受難者家屬、受難乘客真的很抱歉，我沒臉見人了」語氣哽嚥，但問到比乘客先逃出這件事，他卻沒有正面答覆。

市研機構 IHS 近日針對三星旗艦機 SAMSUNG GALAXY S5 進行拆解並分析其零組件成本。從 IHS 所公布的零組件與組裝成本數據來看，SAMSUNG GALAXY S5 32GB 版本的單機零組件成本約 251.52 美元，且每台還需 5 美元的硬體組裝成本，總合約為 256.52 美元（約台幣 7,743 元），比起 GALAXY S4 約 244 美元（約台幣 7,348 元）的成本增加 12 美元左右，也比 Apple iPhone 5S 32GB 版的 207 美元成本（約台幣 6,247 元）還多 49 美元。此外，整支 SAMSUNG GALAXY S5 成本單獨部位中最高的就是 5.1 吋 Super AMOLED 觸控螢幕，約估為 63 美元，但是比 GALAXY S4 面板成本還低不少；而處理器、記憶體與儲存空間組合成本總共約是 102.37 美金，其中高通驍龍 801, 2.5GHz 四核心處理器的成本就佔去 41 美元。IHS 高級首席分析師 Andrew Rassweiler 表示，GALAXY S5 與 S4 相比之下較無明顯的大進步，而是以保守的方式，從小地方做功能性的調整。IHS 此次公布的數據僅初估單機零組件與組裝成本，並不包含軟體、行銷、功能版權、權利金等其他會影像實際售價的支出。

縣市政府負債餘額過去十年攀升逾三千億，公民團體「三九三公民平台」依據美國地方財政標準，編制地方政府財政昏迷指數，發現八個縣市屬重度昏迷狀態，其中苗栗最嚴重。

台灣政府負債比率瀕臨破表，縣市政府舉債金額持續攀升，從九十四年的七四五○億元，攀升至去年底的一兆八七九億元。

三九三公民平台研究過去三屆縣市長財政狀況，發現台東、新竹縣與宜蘭縣財政進步最多，苗栗縣與台南市則退步最多；苗、彰、投、雲、屏、澎、花與基隆市，財政狀況已達重度昏迷程度。

財政昏迷指數研究計畫主持人黃崇哲表示，各縣市政府人事費用占自有財源比率近八成，占歲出金額近五成，若以美國標準，上述八個縣市若非中央補助，早就該步上底特律破產的後塵。

「地方首長濫開選舉支票，是罪魁禍首，」黃崇哲說，去年度六個縣市政府預算，議會一元未刪，苗栗縣更是連續二十年預算未刪，對歷任首長浪費公帑行為，縣市議會從未追究。

他表示，地方政府預算缺乏公民團體監督的結果，導致地方首長有恃無恐，紛紛以提高債限為首要目標。

「包括營養午餐、老人年金等社福支出裡面，有的縣市不排富，或各縣市輪流辦燈會、跨年晚會，租一個流動廁所，就得花四百五十萬元，等於是把後代子孫的營養午餐都吃掉。」

黃崇哲表示，台灣雖不像希臘等國，有外債問題，但內債都是由下一代承擔，台灣二十歲以下年輕人，每人平均負擔四百五十萬元國債，他們尚無投票權，卻必須承擔舉債的後果，世代不正義莫過於此。

Digitimes Research: Korea-based Silicon Works looks to ramp up LCD driver IC shipments for Ultra TVs

Optimizing its experience of shipping LCD driver ICs for HD displays used in iPads, Korea-based Silicon Works is expected to ramp up its shipments of display driver ICs for Ultra HD TV applications in 2014, according to Digitimes Research.

Silicon Works has entered the supply chains for iPad and MacBook through LG Display (LGD), with shipments of its LCD driver ICs for tablet applications reaching over 40% to its overall sales at the highest.

However, sales of Silicon Works' LCD driver business declined 14.8% on year to KRW322.65 billion (US$309.45 million) in 2013 due to a lack of new iPads and MacBooks in the first half of the year.

Although sales of Silicon Works' LCD driver ICs did bottom out in the second half of 2013, its revenues have not yet rebounded to over KRW100 billion a quarter as it posted in each of the last three quarters of 2012.

In comparison, Silicon Works' revenues in 2012 were lagging behind Taiwan-based rivals Novatek Microelectronics, Himax Technologies, Raydium Semiconductor and ILi Technology (Ilitek) but ahead of Orise Technology. In 2013, Silicon Works' ranking dropped to the last position among the six vendors, but still with its operating margin higher than that of Ilitek's or Orise's.

In 2014, Silicon Works is also expected to integrate its time controller ICs and power management ICs with LCD driver parts to further expand its sales. It has also begun shipping its LED driver ICs to LG Innotek and also delivering car-use ICs to clients for validation.

In addition to Silicon Works, most other Korea-based display driver IC vendors, including Lucid Display Technology (LDT), Clover Hitech and Technology Leaders and Innovators (TLI) also suffered a setback in sales in 2013.

LDT and Clover Hitech have seen shipping their display driver ICs to Samsung Display, but their shipments to Samsung Display have been less than those shipped by Silicon Works to LGD, resulting in a widened gap between the first- and second-tier driver IC suppliers in Korea, Digitimes Research commented.
