東森新聞政治組主管、主播吳宇舒的丈夫朱凱翔，昨天凌晨與友人在KTV喝酒唱歌後，騎車搭載1名女記者離開，但起步沒多久就遇上警方攔查。他酒測值0.92毫克，被依公共危險罪嫌送辦，檢方訊後無保請回。

朱凱翔昨天早上11點帶著笑容走出北檢，返家後在臉書發文「我回到家了，酒駕無可迴避是我犯錯，其他的、寫的over了，謝謝，並對所有關心我的朋友說抱歉。」

台北市警方昨天凌晨執行酒測攔檢勤務，鎖定東區多家KTV、夜店進行重點攔查。昨天凌晨4點半，朱凱翔與1名電視台女記者步出台北市忠孝東路上的1間KTV後，一同騎車準備離去。

員警發現2人步履蹣跚，走路搖晃不穩，研判2人喝酒，隨後又見到朱凱翔到路旁牽機車搭載女記者，朱凱翔騎機車不到100公尺就被攔下盤查。

警方表示，朱凱翔對酒測還算配合，他被帶回警局時，也沒有如外傳朝員警揮拳或是大鬧警局，因此並沒有觸犯妨害公務罪嫌。

現年41歲的義大利外交部長茉格里尼將在11月接掌歐洲聯盟外交事務。她表示，俄羅斯總統普亭從不遵守承諾，不過，外交是解決烏克蘭危機的唯一方案，不存在軍事選項。

俄羅斯總統普亭（Vladimir Putin）提議，應該就烏克蘭東部的建國問題展開討論。即將擔任歐盟外交和安全政策高級代表的茉格里尼（Federica Mogherini）說，普亭浪費了無數機會，他從不遵守諾言，持續煽動烏克蘭的分離派。

面對持續升溫的烏克蘭危機，茉格里尼對義大利媒體表示，「只能以外交方式解決，再加上透過經濟制裁來達成政治目標，軍事選項並不存在。」

然而，她也說，必須研擬更周延的策略，評估經濟制裁的成效，讓俄國的領導人更加理智行事。

台灣金控昨（1）日表示，是否IPO或引進策略投資人，董事長李紀珠多次強調，由於台灣金本質特殊，尤其台銀擁有政策任務及特殊社會功能，因此，是否釋股除應考慮對台灣金本身整體的利弊得失，尚須站在國家的立場，去看台銀、台灣金未來應扮演的角色。

因此，IPO與否尚待台灣金內部審慎評估，目前無定論，此議題亦無急迫性。

對於上述議題，李紀珠已向財政部長官、董事及同仁報告。台灣金控擬在不影響政府對其他國營事業管理的前提下（不修國營事業管理法），以修改「台灣金融控股股份有限公司條例」的方式，來爭取法規鬆綁，提升台灣金的競爭力，保障台灣金永續與健康發展。

美開學返校潮 添購平板意願增

（中央社記者江明晏台北2014年8月31日電）智慧手機螢幕越來越大，可能影響平板銷量？但根據調查結果顯示，美國家長在開學前打算幫孩子添購平板的比率，已較往年提升。

據華爾街日報(WSJ)報導，這項由美國運通(American Express)對2033位家長的調查發現，20%受訪者表示，計劃為孩子返校前添購平板，該比率在2013年為15%。

近幾個月來，因受到薄型筆電及大尺寸智慧型手機出現，平板舊用戶缺乏升級理由，包括蘋果(Apple)的iPad或Android各系列平板，其銷量成長都遭遇阻力。

雖然這項結果並不代表平板銷量可望大幅回溫，但至少顯示平板仍有一定的市場需求，因為教育市場除了本身就是平板的主要市場，現在學生也比以往會為自己添購科技產品。

調查也顯示，77%學生將會使用某些科技產品，該比率在2013年為70%，而家長打算為孩子添購的其他科技產品中，筆電已從2013年25%降至21%，行動電話則維持在13%，其次則為耐用型計算機、個人電腦(PC)及印表機。
