國會監督團體「口袋國會」今日公佈立法院第四會期立委表現，選出第四會期前五名績優立委，立委蔣乃辛、李桐豪、林佳龍、邱志偉、賴士葆等立委獲選，國民黨、民進黨和親民黨都有人上榜，不過相較另一國會監督團體「公督盟」除了選出績優立委外，還會列出「待觀察」名單，對此，財團法人二十一世紀基金會執行董事高思博表示，口袋國會以鼓勵性質為宗旨，且重視客觀性，「不像另一監督單位，根據他們的做法做出他們認為表現不好的 」。

口袋國會以法律提案、質詢表現、以及第四會期服貿協議等重大法案當作指標觀察立法委員的表現。第四會期中國民黨立委蔣乃辛在法律提案量、通過率及質詢皆名列前茅，可說是最優秀立委。至於親民黨立委李桐豪、民進黨立委林佳龍、邱志偉、國民黨立委賴士葆等四位委員，也同時在提案、質詢等指標中有三個指標名列全院前十名，台聯和無黨籍立委則沒入入榜。相較公督盟所公布第四會期調查結果，21名優秀立委全由民進黨立委包辦，國民黨立委則是待觀察名單大宗。

副執行長周韻采表示，第四會期中，110位委員共提出776案，平均一人提7案，有33位總量大於平均值，77位低於平均值，竟有14位立委全會期沒有提案表現。

空中大學公行系教授李允傑表示，以提案量的統計結果發現，不分區立委和區域立委的表現居然差不多，分區立委因要跑選區行程，因此設計不分區立委可發揮專業性，但結果卻沒顯著落差，他呼籲國民兩黨不分區立委應在未來兩年任期內好好加油。

口袋國會也特別針對國人關注的「兩岸服務貿易協議」審議進行藍綠立委表現PK，分析結果民進黨比國民黨更重視服貿個主題內容、意見傳達和更重視對方所辦的公聽會。

高思博表示，口袋國會都是用立院公開資料加值應用，「不會對特定立場或主觀偏好加分或扣分，或是要求表態」，因此在結果呈現上和公督盟有所不同。

對於青年樂生聯盟質疑新莊機廠施工，造成樂生療養院有走山危機，主恩舍更因新莊機廠工程，造成房屋裂縫加大，院民被迫搬遷。

捷運局副局長傅式治表示，新莊機廠工程一直是用最審慎的工法施工，其中北側開挖20至40公尺深，目前工程進度達80%，39棟房舍也一直監測，沒有走山行為，這表示工法是成功的。

如今南側即將開工，正在進行機椿工程，尚未開挖，但由於機椿工程難免擾動土壤，再加上還沒灌漿，才會造成院民所說的裂縫擴大，捷運局正在做局部修補，未要求院民一定要遷離現址。

傅式治說，沒有走山，況捷運和樂生是共生的，若樂生有危險，難道捷運會沒有影響。

對於青年樂生聯盟揚言要干擾捷運運行，傅式治表示，這樣做，影響到的市民權益，請民眾別輕易觸法。
