立法院經濟、財政、內政聯席委員會今（14）日將審查自由經濟示範區特別條例，民進黨團擬具全部條文的修正動議，除將主管機關由經濟部改為國發會外，也將示範區內農業加值、國際醫療、教育創新及會計、建築、律師「三師」等開放項目全部刪除，只留下金融服務與智慧運籌兩產業。

據了解，民進黨團擬出自由經濟示範區特別條例修正動議，但不會一次全部提出，而是每次聯席委員會開會審查個別條文時，一條一條提出修正動議。

根據民進黨團版本修正動議，自由經濟示範區除更改主管機關為國發會外，行政院原訂開放五項產業，民進黨版也僅保留金融服務與智慧運籌兩產業，其餘全刪，全部73條條文總計將刪除達38條。

民進黨團上周已提案，將國際醫療機構自示範區事業中刪除，理由是擔心國內優秀醫護人員往特許醫療機構移動，造成國內健保體系醫療人力消失並增加工作負擔，墊高國內醫療價格，排擠國內醫療資源，都將損及國人醫療權益。

另外，民進黨團認為，若開放大陸農產品入台加工後進入國內市場，或外銷各國，反造成台灣農產品市場、原料生產都遭替代；而開放教育服務業，恐導致教育私有化、階層化，造成社會衝擊，因此都將提案刪除。

至於刪除專業服務業「三師」部分，民進黨團認為，應回歸我國加入國際性經貿組織多邊或雙邊經貿協定，及我國現行法制規範，因此提案刪除相關條文。

自由經濟示範區特別條例名稱在委員會中已被改為「中華民國策略經濟發展區設置管理特別條例」，若立法院通過「發展區」特別條例法案名稱，許多配套辦法中原提及示範區名稱部分，也都需要同步修正，將再花費許多時間。

台聯黨團對示範區特別條例也有意見，台聯立委葉津鈴提案刪除開放農業加值，她認為，外國廠商產品銷售國外可免稅，但銷售國內部分就應繳稅，否則對國內廠商不公。

【記者孫偉倫／台北報導】自由經濟示範區特別條例於立院展開審查，在野黨欲將國際醫療、農業加值、三師等重點開放項目全數刪除。多名藍委無奈表示，現在朝野失去互信，議事陷入叢林法則，突襲審查、搶排法案與互相杯葛狀況頻頻上演，綠營態度就是逐條拖延，本會期通過機會微乎其微。
