許峻鳴說，本月16日一群越籍外勞到大豹溪東眼橋遊玩，由於當地水流湍急，他大喊「來來來這邊！」，未料國語「來」音同越語的「l n」，有跳水之意，外勞更加速脫衣準備跳水，他立即吹哨並衝向前用肉身擋住。

他說，不知道「來」音同越語的跳水，還一連說了3次，越南人聽到他吹哨，雖然沒有下水，卻一臉不耐煩，催促十幾分鐘後才離去。

許峻鳴於是花一周的時間製作新的告示牌，利用網路上免費的翻譯軟體，用越語及泰語標上「禁止游泳！違者罰款新台幣5千至2萬5」。

他表示，自從做了新的告示牌，有人接近危險水域時，他只要嗶嗶吹哨並指著告示牌，外勞看懂後都點頭微笑說「OK！」，不用再費時解釋。

三峽消防分隊長王志仲指出，三峽大豹溪水域每逢夏季遊客增多，其中有不少越籍、泰籍人士喜歡群聚在東眼橋、東陽橋等大豹溪流域遊憩，因此同仁發想此外勞專用的告示牌，相當實用。

郭泰麟說，不能只要求馬總統，民進黨也應廢除總統兼任黨主席規定，且黨主席不該參選任何公職。蔡英文回應，民進黨過去對黨主席賦予不同任務，「黨主席參與選舉」也常在黨員期待下完成。

黨主席電視政見會提問階段，由蔡英文、郭泰麟各提三題目，再隨機抽出三題；郭泰麟籤運好，三題全抽中，意外成「三問蔡英文」。

蔡英文說，停建又復建是因大法官宣告違憲且迫於政治情勢，非放棄立場經貿議題，她說，自由貿易須內部經濟轉型適時完成，要加倍自由化，就要加速經濟轉型，但執政者卻捉襟見肘、搞錯次序。

前台中市議長張清堂從政後積極服務地方，叱吒政壇多年，因遭受「歷史共業」之累，沉寂1年後返家；高層多次透過管道要和他碰面，試圖解釋「誤會」，歷經人情冷暖後，他都以患有「自閉症」走不出來回絕。張清堂雖脫下政治的外衣，卻放不下對地方事務的關心；張清堂今天上午參加「2014hero英雄馬拉松」路跑，42公里全馬組，在運動中他找到另一片天，以清新健康形象再出發，將加倍為社會服務。

出身台中海線的張清堂，乾淨小平頭、「海口腔」閩南語是他標記，為人海派，率直的個性讓他擁有好人緣。年輕時曾做過碼頭工人，也經營過海產事業，接觸基層讓他更熟知地方所需；民國82年他初踏入政壇後，就積極為地方服務，將自己的青春全奉獻給社會。

從政20多年，他為地方爭取多項大型建設，照顧弱勢推行社會福利，落實便民政策，將「為地方服務」作為自己從政第一要旨，地方盛傳「有代誌找『堂仔』就對呀！」張清堂親切、海派的作風，深獲地方民眾肯定；但也因此讓他纏訟「歷史共業」之累，讓他政壇人生起了大變化。

台中縣市合併後，張清堂當選第一屆台中市議會議長，仕途攀上高峰，卻因遇「歷史共業」仕途受阻。人生際遇丕變，在1年沉寂時間中，張清堂透過運動鍛鍊身體，也沉靜自己的心靈。

張清堂返家後，高層曾多次透過管道，試著解釋歷史共業的「誤會」；但在看透人情冷暖後，他總以患有「自閉症」走不出社會了為由拒絕。

「有機會將加倍服務社會！」張清堂雖已脫下政治外衣，但他心中還是放不下對地方事務的關心，他參加公益馬拉松比賽，一步一腳印的跑過家鄉各處，再次探訪最熟悉的地方；讓他心中充滿無限感觸，內心服務鄉里的熱情不減。

如今，他褪去政治人物光環，成為平常的百姓，但他肩上服務地方的重擔卻從未放下。
