《科技》互連收費機制，電信業脣槍舌劍

【時報記者王逸芯台北報導】4G上路，傳輸量相較以往3G時代呈現倍數成長，電信業者之間的網路語音(VoLTE)互連收費機制話題也順勢浮上檯面，電信業者期望政策面帶動4G網路互連降價的聲浪再起，各家電信業者皆對中華電 (2412) 喊話，在今日舉辦的「4G起飛、互連新挑戰」論壇中，話題再度被炒熱。

國碁副總劉立三表示，進入4G時代，主管機關應檢討並降低VoLTE網路互連接續費，且目前所謂的「低度管制、高度商業協商」的市場機制已經失靈，為消除不合理的對等互連機制問題，徹底解決爭議，就應該建立健全的互連機制，也期望主管機關可以檢討並降低VoLTE互連收費標準、互連時間，並且協助業者完成VoLTE互連收費機制協商，方有助整體產業更加健全。

遠傳 (4904) 執行副總李浩正指出，目前在國內互連條件、單向付費和價格不合理，恐影響產業發展與消費者權益，未來4G互連問題是必須被正視尋求解決方案的。

對於競業的喊話，中華電鍾福貴回應表示，「低度管制、高度協商」一直是世界各國的對此議題的主要態度，從3G時代開始就沒有改變過，電信業的互連收費機制合理或是不合理，目前為止尚未出現真正的答案，NCC對此也舉辦過多場公聽會，對於競業來說，最終要求的就是「完全免費」，實在欠缺合理性，進行投資的一方必須得到合理的報酬，否則誰還會願意投資，且國際上並無免費先例可循，站在中華電的立場來說，絕對願意協商，可以接受合理的機制，但尚未提出真正具體的合理規範，他強調，目前台灣4G已經上路，中華電也期待帶動產業蓬勃發展，對於合理的協商，中華電絕對接受且樂見。

《交通》北市開放疏散門周邊紅黃線停車

【時報-台北電】因應鳳凰颱風逼近，北市府宣布自9時起開放中山、松山、士林、萬華、大同區疏散門周邊8公尺以上道路紅黃線停車，並暫停該區域路邊停車收費。
